You are either going to have to transfer it via bluetooth (if your laptop is bluetooth capable) or load the ringtones on a micro SD card and insert the card into your phone.
If your laptop does not have bluetooth, you can buy a bluetooth connector that plugs into the USB port. I bought one for like $3 on ebay.
